Will 'IDEAS' be India's answer to China's 'Belt and Road Initiative'?

In her budget speech, Nirmala Sitharaman promised more resources to the Indian Development Assistance Scheme (IDEAS). As a result, India's total aid to countries will go up by around Rs 1,500 crore in 2019-20. IDEAS is being seen as India's counter to China's "Belt and Road Initiative" projects.
